What it is really for
Registering on the padrón is not just another bureaucratic step: it is the fact that proves where you live, and very specific things hang on it.
- Health card and assignment of a health centre.
- Schooling of minors, where the address weighs in the admission scale.
- Social integration report for arraigo social and socioformativo: in the Valencian Community it is processed by the council where you are registered.
- Proof of continuous stay in Spain, which is the core requirement of every arraigo. The historical padrón is the most solid piece of documentary evidence for it.
- Municipal and regional aid, transport passes and enrolment in public centres.
And a warning we always give: the padrón does not regularise administrative status or grant a right of residence. Registration is compulsory for anyone living in the municipality, regardless of their status, and it is protected data.
The three housing scenarios
Home owned or rented in your name
You provide the title deed or the valid rental contract. If the contract is in the name of two people and only one registers, there is no problem; what is proved is the right to occupy the home.
Someone else's home or a room
Here you need the signed authorisation of the holder of the home, with a copy of their identity document and of the title proving their right over it. It is the most common case among new arrivals, and also where things get stuck most: many people rent a room without a contract and the owner is reluctant to sign.
No housing document at all
The padrón rules provide for registering people with no fixed address through a report from the municipal social services. It is neither a shortcut nor a quick procedure, but it exists and it is the right route when no contract or authorisation is possible.
Slip, certificate and historical: they are not the same
Three documents that are constantly confused and that the administration requests under different names:
- Padrón slip (volante): an informative document, enough for most ordinary matters.
- Padrón certificate: a document with certifying value, the one usually required by courts, notaries and some immigration procedures.
- Historical or collective certificate: it records the periods of registration and the people living together. It is the one that proves continuous stay, and therefore the one to request for an arraigo or citizenship file. Requesting the simple one when the historical was needed is one of the silliest causes of a request for corrections.
With a digital certificate they are downloaded in minutes from the City Council's electronic office, with no appointment: if you do not have one yet, start with how to get the digital certificate.
Renewal, removals and errors in the data
The entry of non-EU foreign nationals without a permanent residence permit must be renewed periodically; if it is not renewed, the council declares it lapsed and removes it. That silent removal is a serious problem when the time comes to prove years of stay, because it leaves a hole in the history exactly where it is most needed.
If you spot incorrect data, the City Council has a specific checking and correction procedure. And if you move within Valencia, the change of address is processed the same way as registration: there is no need to deregister first.

Frequently asked questions
Can I register without papers?
Yes. Padrón registration is compulsory for everyone living in the municipality, regardless of their administrative status, and it is protected data. What the padrón does not do is regularise your status or grant a right of residence.
Can I register if I rent without a contract?
You need the signed authorisation of the holder of the home with a copy of their document and of the title to the home. If that is not possible and you have no fixed address, there is the route of the municipal social services report.
How much does it cost to register in Valencia?
Nothing. Valencia City Council's padrón procedures are free, both registration and certificates.
Which certificate do I need for an arraigo file?
The historical and collective one, not the simple slip: it is the one that proves the periods of registration and the continuous stay required by the Regulation.
Do I have to renew my registration?
Non-EU foreign nationals without a permanent residence permit must renew their entry periodically. If it is not renewed, the council declares it lapsed and removes it, which leaves a gap in the history.
