Exchanging a foreign driving licence

Three different situations, not one

An EU or EEA licence. Here the exchange is voluntary: your European licence is valid to drive in Spain on its own terms. You exchange it when it suits you to be on the Spanish register, for instance for the points system, or when it falls due for renewal while you live here. Registration, renewal and replacement are separate procedures from the exchange itself.

A third country with an agreement. This is the classic exchange: Spain has recognition agreements with a good number of countries, and with them the licence is swapped for the Spanish equivalent without retaking the exams, although some professional categories do require tests under the agreement. The list of countries and exchangeable categories is published by the DGT and changes, so check the source first.

A third country without an agreement. No exchange is possible. The only route is the ordinary Spanish licence, with theory and practical tests. Worth knowing from the start so you do not lose months.

What you need, and what usually goes wrong

• Proven residence in Spain. No residence, no exchange. If you are starting out, begin with padrón registration and the TIE.
• A valid original licence. An expired one cannot be exchanged, and it must be surrendered: you do not get it back.
• A psychophysical aptitude report from an authorised driver assessment centre, which sends it to the DGT itself.
• A photograph meeting the document requirements, and the fee paid.
• Translation of the licence where the agreement or the Traffic Office requires it, and legalisation where applicable.

The most common problems we see: licences issued after the holder was already resident in Spain, which cannot be exchanged; professional categories excluded by the agreement, which force a test; and licences from agreement countries but issued by an authority other than the one recognised in the agreement.
